This reform brings significant changes to the rates and provisions applicable to company cars. Here’s a summary of what you need to know!

In the following, when we talk about the rate of benefits in kind, this corresponds to the percentage of the vehicle’s cost to the company that will be added to the employee’s payslip and subject to taxes and social security contributions.

New Rates and Terms

There are two main types of benefit-in-kind rate: flat-rate or actual-value. The flat rate corresponds to a fixed percentage based on the cost of the vehicle, whereas the actual value calculation takes into account the expenses actually incurred for the use of the vehicle. These new rates apply to all new vehicle disposals and reassignments from February 1, 2025.

Leasing package

For leased vehicles (with or without purchase option) without fuel reimbursement, the benefit-in-kind rate rises from 30% to 50%. On the other hand, when fuel costs are reimbursed by the employer, the rate rises from 40% to 67%.

Purchase package

When a vehicle is purchased and made available without reimbursement of fuel costs, the rate applied increases from 9% to 15%. If the employer pays the fuel costs, the rate rises from 12% to 20%. For vehicles over five years old, the rates have also been revised upwards. The rate without fuel reimbursement rises from 6% to 10%, while the rate with reimbursement increases from 9% to 15%.

Actual value

With the new reform, nothing changes for NEAs calculated on real value, as these do not depend on rates imposed by the Bulletin Officiel de la Sécurité Sociale (BOSS).

New Measures for Electric Vehicles

The reform encourages the use of electric vehicles by offering more advantageous tax allowances.

When an electric vehicle is subject to the flat-rate system, the allowance applied increases to 70% instead of 50%, with a ceiling raised to 4,582 euros/year (previously 2,000.30 euros/year). This measure will remain in force until December 31, 2027.

For electric vehicles, where the benefit in kind is calculated on the basis of actual value, the 50% allowance is maintained, up to a limit of 2,000.30 euros.

New eligibility criteria

A new eligibility criterion applies to electric vehicles. From now on, only vehicles certified “eco-score” at the time they are put into service can benefit from this allowance. If a vehicle obtains this certification after it has been put into service, it will not be able to benefit retroactively from this tax advantage.

Device for charging stations

To support the transition to electric vehicles, the reform extends measures relating to recharging infrastructure. The current provisions will remain in force until December 31, 2027. Electricity costs associated with charging vehicles at private or business charging stations remain exempt from NEA, regardless of the location of the station.

Impact on Fleet Managers

These changes represent a challenge for fleet managers, who will have to adjust their management processes and tools.

Systems update: IT systems need to be adapted to take account of the distinction between pre- and post-reform regimes.

Identification of Eco-Scorched Vehicles: It is essential to ensure that eligible (or ineligible) vehicles benefit correctly from the new rebates. Rigorous monitoring in this area is now essential.

Conclusion

This reform marks an important step in the management of benefits in kind for company vehicles. Fleet managers need to keep abreast of these changes to ensure optimum management of their fleets.

At Wattsy, we’re convinced that installing a home charging station for our corporate customers’ employees with company cars can pay for itself in just 4 months .

Here are a few figures to help you understand what’s at stake.

Let’s take an employee who drives 45 kms a day (we didn’t invent it, it is the average distance covered daily by the French). At a cost of around 300 euros, he or she can install a Wattsy plug at home and charge his or her business vehicle at a price averaging around 15 cents per kWh, compared with 50 cents at a public fast-charging station.

So, our assumptions are:
– Home charging point installation cost: €300
– Home charging cost: €0.15/kWh
– Cost of roaming charging (very high-power public charging stations): €0.50/kWh
– Average consumption: 0.15 kWh/km
– Daily mileage: 45 km per day

And the outcome:
– Cost of home charging per day: €1.0125
– Cost of roaming charging per day: €3.375
– Daily savings with home charging: €2.3625

Return on investment: In just over 4 months, the savings achieved by optiong for home charging offset the initial investment in the charging station and its installation. Beyond that point, the employer of our home-equipped employee begins to see savings!

At Wattsy, we offer charging points starting at just 60 euros (excl. VAT), making charging much more affordable for businesses. Investing in a home charging point is therefore a sensible choice – especially since it is quite a nice benefit when your employer covers all or part of the cost!

With this, companies also have good reason to hold accountable employees with plug-in hybrids who are not playing the game of regularly charging and end up over-consuming petrol – what an irony!

Go electric, control your costs, and contribute to the transition towards decarbonized mobility with Wattsy

For company fleet managers, the transition to electric mobility is obviously not limited to the purchase of vehicles – cars, motorbikes or bicycles.

Monitoring charging costs, whether at home, while roaming or on site, is just as crucial to optimising the TCO (Total Cost of Ownership) of company cars.

And since, for the time being – even with significant efforts from car manufacturers in the right directioin – electric vehicles still cost more than their interanl combustion equivalents, anything that can reduce the other components of their TCO (Total Cost of Ownership) is a valuable step

As we have seen here, where a company electric vehicle is charged significantly impacts its cost of use. Therefore, businesses have every interest in equipping their own car parks as extensively as possible. This allows employees to prioritize charging there at much lower costs than public charging.

However, equipping their car park at scale must not present a discouraging level of investment. We have seen many of our clients start with conventional, rather expensive solutions: over €1,000 per 7, 11 or 22 kW charging point, with electrical installations needing to be sized accordingly, often leading to per-space costs easily exceeding €3,000 or €4,000. Viable for a few spaces, no doubt, but for an entire 150-space car park?

That is where we come in: our sockets and charging points start at just a few dozen euros. By leveraging low power and reusing existing infrastructure, their installation costs are also on average 30% to 40% less than traditional solutions. This is all while offering a service perfectly aligned with the needs of employees spending several hours on site (as we explain here). This makes large-scale deployment entirely feasible.

And since, to quote Niels Bohr, ‘that which cannot be measured does not exist’, our supervision system provides clients with all the consumption data and tools needed to manage their billing requirements, even down to the amount of CO2 avoided by their electrified fleet.

So that the shift to electric mobility also becomes an economic opportunity for companies!

At Wattsy, we are convinced that low power is the ideal solution for the everyday charging of electric cars and two-wheelers!

When we talk about low power, we are referring to charging points between 2.2 and 7.4 kW – or 10 to 32 amperes for those more familiar with electricity.

There is not just one reason, but a multitude of very different reasons to prefer this type of charging.

For electric car or motorbike owners, regular charging at low-power alternating current (AC) charging points is preferable to more sporadic charging at very high-power direct current (DC) charging points. This approach helps ensure a longer battery lifespan.

And that is great news, because high-power charging is up to 5 times more expensive than charging at home or at work (especially if it is free at work – then it is a clear winner). So, it is also the right choice for you wallet – whether it is yours or your company’s, if they are covering the cost.

In short, with an electric vehicle, you no longer “fill up” at the pump – and that is no coincidence! While very high-power charging stations are essential, we are convinced they will primarily be used for long journeys, not for more regular charging needs.

charging on our sockets and charging points of up to 7kW at home or at work is also perfectly suited to your parking time. Do you know the average time a car spends parked? 95% of its life! Low-power charging is therefore ideal for utilizing these periods of inactivity and ensuring a full charge without putting unnecessary strain on the batteries. Of course, you will need to be equipped everywhere you park…

And this is where we shift our perspective: from a collective standpoint, low-power charging is also the only way to support the true widespread adoption of electric mobility. In France alone, over the next decade, more than 10 million private charging points will need to be installed to complement the public charging networks. We are not just saying this, RTE confirms it. At the current cost of €2,000 to €4,000 per equipped space, we are facing a collective investment of 20 to 40 billion euros. That is expensive… far too expensive. With solutions like ours, we can reduce this cost to 6 to 10 billion euros. It is still not cheap, but it is a significant improvement, isn’t it?

Last but not least: the less powerful the equipment, the simpler and more reliable it tends to be, thereby reducing maintenance costs. And when you are a public car park operator, for instance, running 10,000 charging points, that can amount to several million euros in savings by the end of the year.

That is why we are convinced that choosing Wattsy means selecting the solution best suited to meet the massive demand still ahead of us, and to support the transition to electric mobility at the appropriate scale.
